It marked the first harvest of legal, industrial hemp in the county.

The Colorado Hemp Project, co-founded by Bill Billings and his daughter, Danielle Billings, this year planted its first crop on about 2 acres in a field belonging to Sterling farmer Jim Brammer. Brammer planted the crop in May using a corn planter, and cut it on harvest day. The cut cannabis plants were then gathered by hand by volunteers - some of whom traveled hours - into bundles and shocked, then loaded onto a truck and taken to a warehouse in Sterling where they will dry before being processed.

Utah Department of Agriculture and Food discusses guidelines for industrial hemp research

As officials at the Utah Department of Agriculture and Food (UDAF) lay out proposed ground rules for how Utah State University researchers and other institutions could work with industrial hemp, some lawmakers say the rules in the current form go too far.

Among the litany of guidelines, law enforcement officials would have “complete and unrestricted access” to industrial hemp plants and anything else at the growing sites used in the research. Law enforcement would be allowed on the growing areas “at any time” to make sure higher education institutions are following the law.

In addition, institutions growing the hemp would be subject to “random sampling” to make sure the THC concentration does not exceed 0.3 percent. Violations would lead to revocation of the research certificate.

Utah lawmaker disapproves of proposed rules regarding new hemp law

Police would have "complete and unrestricted access" to industrial hemp seeds and plants grown on Utah university campuses for research purposes under proposed rules to implement a new state law.

The administrative rules, which would regulate the implementation of the Industrial Hemp Research Act, "have gone beyond any legislative intent beyond the language, the ink on the paper" of HB105, said Sen. Mark Madsen, R-Saratoga Springs.

"I don’t think there's any provision for that kind of law enforcement involvement in this in the language of the bill," Madsen told the Utah Legislature's Administrative Rules Review Committee on Wednesday.

“If you grow it, they will come,” said Chris Nelson from Marshall, Mo., standing in the remains of Murray State’s hemp crop, which was harvested Wednesday.

Brannon said the University’s findings could be summarized as, “the good, the bad and the ugly.”

The good: in growing hemp, Murray State found that the largest yields were brought about by seeds that were planted without being tilled. The hemp grew fast in Kentucky’s climate, going from waist-height to shoulder-height in a week’s time, with some plants growing to be as large as 10-12 feet. The average height for the plants was 8-9 feet, and those planted in June were much shorter.

The bad: the University’s hemp crop did not germinate well in a traditional seed bed, tilled and packed with soil or in rainy conditions. Brannon said the school’s lack of knowledge of “when to do what and how” contributed to many of the adverse findings, but these were learning experiences as well.

The ugly: “It’s an ugly plant,” Brannon said. “It’s just not a pretty plant in maturity.”
