He is a supporter of hard-rock mining, and he considers industrial hemp as a potential new revenue source.

"We have a chance to start a new industry here and it could be the hub of the United States," Gatlin said of hemp, which has long been considered a type of marijuana and has, therefore, been illegal.

Gatlin pointed to the Farm Bill of 2013, which allows universities or state departments of agriculture to grow hemp for research or agriculture programs, which can lead to using hemp for industrial purposes. Also, Oregon is one of 14 states where products containing industrial hemp are legal.

"People have to remember that hemp is not pot," Gatlin said.
